Homes England and Maidstone Borough Council are inviting the public to see updated plans for Heathlands Garden Community and ask questions, before submitting a formal Outline Planning Application. In short: this is the next chance for local people to shape a development that will eventually bring around 5,000 new homes, a new railway station on the Maidstone-Ashford line, schools, shops and green space to the area around Lenham and Harrietsham.
When and where to have your say
Three in-person events are planned for October: Charing Church Barn on Friday 9 October (9am-1pm), Harrietsham Village Hall on the same day (3pm-7pm), and Lenham Community Centre on Saturday 10 October (2pm-8pm). There's also an online webinar on Monday 12 October, 7pm-8pm, bookable via the project website, heathlandsgc.co.uk, where the updated proposals and a sign-up for project email updates are also available.
Heathlands is already allocated in Maidstone's adopted Local Plan Review 2021-2038, so the underlying principle of building here isn't up for debate at this stage - what's being shaped now is the detail. The stated logic behind planning it as one large, masterplanned community rather than piecemeal development is to put infrastructure - the railway station, schools, roads - in place alongside the homes, rather than housing arriving first and services catching up later, which is the pattern that's driven complaints about several smaller developments elsewhere in the borough.
This round of engagement follows an initial one in May 2026, and the council says the updated proposals reflect what was heard then. Jayshree Patel, Head of Planning and Enabling at Homes England, said: "We were really encouraged by the feedback received in the first round of engagement in May, and we've listened carefully to what the community has told us. This next stage is about showing how feedback has shaped the proposals while continuing the conversation to ensure local residents understand what is being submitted." Maidstone's Cabinet Member for Housing and Homelessness, Cllr Simon Wales, added: "Heathlands is a long-term, plan-led allocation in the Local Plan, and meaningful community engagement remains central to its development... We encourage the community to come along, ask questions and see how the plans have evolved."
On timing: the Outline Planning Application - which sets the key principles (land use, access, landscape, infrastructure) rather than the fine detail of individual buildings - is expected to be submitted by the end of 2026. More detailed proposals would then come forward through a series of separate Reserved Matters Applications over time, each with its own opportunity for comment. Subject to planning permission, the council says the first homes are expected in 2031, with the whole community not completed until 2054 - a reminder that, even once approved, this is a multi-decade project rather than a single development.
